Bulgarian Regulator Finds No Abuse of Dominant Position by Lukoil Units

Bulgarian competition regulator said it has cleared fuel retailer Lukoil Bulgaria and oil refinery Lukoil Neftochim Burgas, units of Russia's Lukoil, of abuse of dominant market position.

No proof had been found that Lukoil Bulgaria and Lukoil Neftochim Burgas had abused their dominant market positions, the Commission for Protection of Competition (CPC) said in its decision dated May 23 and posted on the regulator's website.

The anti-trust watchdog said it had found no proof that in the period 2012-2015 the selling prices, at whichLukoil Neftochim Burgas supplied Lukoil Bulgaria, were higher than the price at which Lukoil Neftochim Burgas sold its products to other countries.

The decision of the regulator could be appealed within a 14-day period.

Lukoil Neftohim Burgas says it is the largest oil refininery on the Balkan peninsula. The refinery produces motor fuels, jet fuels, products for construction purposes and gasoil, among others.

Lukoil Bulgaria operated 193 own filling stations in the country and eight fuel depots as of January 31, 2017, CPC said.
